Right on the mark.  Don't solve the secondary fault without also (or simply)
solving the primary fault.

I have learned to think of the heater valves as a maintenance item - kind of
like a valve cover gasket, but at far lesser frequency.  Just keep an eye on
it and replace it every now and then (they should last a few years, at
least).  In the long run that has to be easier and more effective than
fabricating a fix to accommodate a faulty one.  After all, would you really
want to run a leaking anything for very long?
