Many engine blocks have drain cocks as standard equipment. It's handy for
draining them completely (draining the radiator won't drain the lower part
of the block). I don't see a problem with one on the block (in addition the
the radiator), especially if you are in a situation where you need to drain
the engine frequently (racing, or for winter storage). Usually the block
plug is the same thread as the radiator cock, anyway. The problem with the
plugs is they can seize and be damn awkward to remove, when desired. Of
course, the cocks can be just as bad if not used regularly. If draining the
block is not at least a semi-annual affair, though, I'd just leave the plug.
