Dennis, they are the fittings for the air rail.  They go directly into the
exhaust port on the heads.  If you are emissions exempt then you should plug
them.

Hi List: My 74B is running pretty well now thanks to all of you. However, 
there are four threaded holes (7/16 by 20 pitch) located just above the
spark 
plugs but below the top of the block.
When I shut the engine down, I see "wisps" of white smoke coming out of
these 
holes.
Are there threaded plugs that should go in these openings?
I have tried to see if so from photos in my books, but cannot determine if 
they are there or not.
Will one of you identify these openings and tell me what I should do about 
them. My parts books do not identify.
