Measure from bead seat to bead seat.  As a very rough rule of thumb,
this is about an inch less than the absolute outer edge to outer edge
measurement.

Can anyone tell me how I can measure the width of some
wire wheels I just bought?

There are two places that I could potentially see
measuring across when the rim is sitting without a
tire on it.  Do I measure across the outermost part of
the lips?  From outermost edge to outermost edge?  Or
from the inner part of the lip across the gap to the
other inner part?
