As far as the "in" goes, it is flush or just slightly proud of the fender

I have been pondering the same dilemma. I presume the setup is similar to
my 72B. I have all the parts but no attachment point on the body for the
hood prop (telescopic type). Listers have indicated there is an attachment
point welded on the body - location of the point of attachment is described
as 1.5 inches forward of the third fender bolt and 1.75 inches down from
the top of the lip that the bonnet seal would be on. I have no such piece
so my idea would be to take a hood prop bracket (Moss part 457-455), same
as on the hood itself, and attach it on/under the lip the bonnet seal
attaches to. Kind of like how the hood buffer attaches, except below
instead of on the top of this area where the fender attaches to the inner
frame. I had thought about using a fender bolt for the attchment but that
won't work. So now my plan is to drill two small holes to bolt the bracket
on the fender edge. I haven't tried this yet and I still need to know from
a kindly lister or two where the original bracket sits relative to the
fender edge/lip so I can position the bracket inward about the correct
distance for this to work . I have the two other dimensions as far as
distance forward and down (except I won't be able to duplicate the down
part), just need the "in" dimension. With the proper info and assuming my
setup works, I can then post instructions and pictures of the setup which
hopefully would look as close to original as can be done without a welder.
