sheetmetal painting

OK, I'm just about to start replacing some of the sheet metal (rocker
panels, fender doglegs, etc.) on my '57 MGA. Most of the replacement
pieces are painted or primered - but not very well. How should I cover
these to prevent future rust - especially the insides of the rockers,
etc? Primer? Weld-through primer? Primer and paint?
