My first guess would be one of two things:
1) a problem with the switch, so that there is a live supply to the motor
even when the switch is supposed to be off
2) a problem with the parking mechanism, so that the wipers never think they
are parked so they keep going.
It could be either, but my initial hunch would be the second one (probably
because it is likely to be the harder one to fix!).
