Factory wiring design error, not noticed for many years until the anti-runon
system fails. The error allows the ignition to remain powered after the key
has been turned off, but the anti-runon valve (which operates as soon as the
key is turned off) starves the engine of fuel which has the same effect.
If you are keeping the anti-runon valve (there is no good reason not to, it
doesn't affect performance like the air pump can) check the vacuum plumbing
is not leaking or blocked and the valve operate electrically (it should
click).
If you don't have the valve then you will have to locate the white/brown
wire that feeds the ignition - one of two going to the fusebox - and move it
to the same spade as the white wire on the ignition relay.
