Only if the dimmer is faulty. A working dimmer has almost no effect on the bulb brightness at its maximum setting. All the dimmers I have come across have been of the 'fine tracks on a PCB' variety and when these burn out it is the low resistance path that goes leaving a high resistance path, and hence dim bulbs in the 'maximum' position.
