Just checked compression and found it low at @140 for all four.
How about this theory, valve seals leaking sufficiently to keep cyl wall
lubricated which is preventing the rings from seating.  I don't know a lot
about metal, but I wonder if enough oil on the cyl wall would cause the 3k
mile ring(s) to wear a ridge on the outside diameter of the ring rather than
seat on the cyl wall.  The 3k mile ring measures a thickness of .0565 on the
inside diameter, and and .062 on the outside diameter that contacts the
wall.  What would cause rings to wear like that in 3k miles?

Still trying to puzzle it out before tearing it all apart again.
