I don't know about clear powder coating, but from my experience with 
color powder coating, you'd want to make sure the coating you apply 
would stand up to UV, as some don't.  Found this out with wrinkle 
dashboard pc epoxy.

I bead blasted my Panasports and painted them with rattle-can etch 
primer and a couple coats of Eastwood wheel paint (aluminum for the 
rim and charcoal for the spokes.)  They are holding up well after 
several years of sun, brake dust and dog "marking", and I can touch 
them up if they get ding'd.
