A cause of that is spiked and holed points, where the spike catches in the 
hole and keeps the solenoid energised even after it has operated and 
supposed to have opened the points.  It's one of those warnings, like when 
you have to clout it to get it to start.  Eventually, it will stop working 
altogether.
