Let me start at the beginning.  In the beginning, there was wood.  
A wooden door frame to be exact.  And he said, that is good.  Next
a flange (for example a Z) is nailed to the wood.  Finally a sheet
of metal is layed over the flange and the over hang is crimped around
the flange.  Once the skin is on, you can't see the Z flange.  To
remove the skin, you will have to find the end of the skin where 
it has been bent over the flange and pry it up.  Once it is pried off all
the way around, the skin can be lifted off.

The down side is that this almost always trashes the skin.  So you
will have to replace it (either buy a new one or make it yourself).

Another option would be to grind out the bad area.  This will leave a hole
that you can look into and see if the flange is badly rusted.
If not, I think I might try to paint some POR-15 on in and then either weld
a patch panel on from the inside of the door or simply
patch the hole with Tiger hair and Dynaglass.
