Hi Ken,
I'm in the Southwestern US.  I contacted my cell provider, Verizon, and asked 
about the blocking method you suggested.  The good news is that all I have to 
do is call Verizon and advise that the phone was stolen and they'll block the 
phone AND the number from use.  I don't need the serial number as it's on 
file (it's also on the label under my battery).  They say there is not a user 
code to dial in order to acquire the serial number and #06# did not work on 
my Motorola StarTac Digital.  
I was told that when I replace the phone, my number would be unblocked for me.
