I did that last summer to all 5 rims, pretty much the same condition,
including even a layer of house paint courtesy of the PO. I think if you
strip the paint and wire brush them you will probably be amazed how much
clean steel is there.
Make sure the rim is smooth where it contacts the bead and around the valve
hole so that it will hold air. An aggressive wire brush will clean up both
well, that's what the tire stores use. I would stay away from painting the
contact surface in the rim.
The best way to coat them is powder coat. Barring that, any good
automotive paint and primer system should work well.
