I worked for years in machine shops with all-fluorescent lighting and 
never had the slightest safety or working problem with the strobe 
effect.  Sure, sometimes you would notice a strobe effect on a lathe 
chuck or milling cutter, but never had the slightest doubt about whether 
the machine was running.
