Painting Plastic

Anyone have a good way to blacken out chrome plated (I use the term lightly) 
plastic trim that's used on the exterior of some cars?  My first thought is 
just to sand the trim and paint, but I'm concerned that without a good base 
prep, the paint won't last.  All ideas gratefully appreciated.
