I don't have a completely clear idea of your situation, but how about
putting plastic sheeting on the ground and up against the cinder blocks,
then sand bag the arrangement? If you have a wall on the neighbor's
side, the plastic should divert the water around your shed.
BTW, for the last few years, I had a "shed" made from an extra large car
cover held at its maximum size by a pvc pipe dome frame. It saved the
car until I could build a garage.
