It's planning for the future. 

When pulling wires into a box, you can either pull just as much as you need 
to make the connections, or you can pull an extra loop (the service
loop), tuck it in the corners, and *then* make the connections. That
way, if you need to rearrange the innards of the box some day, you
have some slack.
