I bet those glass beads you use in fiberglass work, "micro-spheres" or
something, would work if sprinkled in a wet coat of white paint.   There's
all sorts of "scotch-lite" tape sold for trailers and bicycles as well.
Unless you live on a one way street though,  half your traffic can't read
your cut-out numbers anyway!
