Building a deck

Howdy folks!

I need to replace my rotted deck. I would like some input on a couple of 
questions please.

1. Is there some free or near-free deck design software that would allow 
me to design and view a couple different styles of decks, as well as 
generate a materials lists from the design?

2. Are any of the new fangled non-wood materials any good? I've grown 
tired of using cedar and other wood for fences, decks etc here in the 
pacific north wet. Invariably in this environment these wood structures 
get mold, rot etc from the wet climate, and in my case a heavily treed 
property (little sun). Yeah, I know, I can coat it with this, coat it 
with that, to help improve longevity, but my patience has grown thin 
with that process. The deck on this house rotted thru in only 18 years.

The older I get the less patience I have with high maintenance 
home/property items. My idea of deck maintenance is as follows:
Once per year, or maybe once every two years throw all the deck 
furniture off the deck and onto the lawn.
Bust out the pressure washer, and wash the deck and chairs.
Done.

So, does anyone have experience with any of these non-wood products for 
decks? Are there any that will outlast wood but don't cost an arm and a 
leg?
