You might just try buying a better brand of halogen bulb.  Cheap bulbs
often do not have proper fillament support.  This is usually a problem
when the bulb is subjected to vibration.  Like from people walking on
the floor above your basement celing.  I use GE halogen bulbs in my
shop lights, and they tend to last pretty good.  I also don't care
much for those twisty flourescent bulbs.  Ugly bulb and nasty light. 
What type of base do these bulbs have?  Is it a standard (medium)
base?  If so, you should be able to find lots of choices, assuming
these are 110V lights and there is not a transformer hidden in the
celing.
