I wouldn't want one with a top that opens. Part of what makes a cart
useful to me is being able to toss stuff on it when I'm working on
something, and then that stuff would be in the way of getting into the
cart.
Harbor Freight has a ton of different tool carts, from basic basic to as
complicated as a tool cart gets.
