I've used a large pair of snips. The one I used is larger than this
one in the link, but looks similar....

It cut through the wire and rubber fine. My hands did get a work
out though. Cutting closer to the hinge worked better due to leverage.
I did not attempt to cut through the bead.

OK, 

Does anyone have any hints for cutting tires?  I want to cut the tread of 
an old tire to make some pads for my backhoe's outriggers.

I don't need to cut the beard (which I know is a bear) but just the treat 
face of the tire.
