Just a guess, but I'm going to say heat sink.  Do the deposits look like
they might be solder?  Sometimes a heat sink is used when soldering to
limit how far the heat will travel.  You can clamp it on the wire and it
absorbs heat, preventing it from melting insulation.  At 2.5 inches this
one might have been intended for plumbing, to control heat flowing along
copper pipes.
