The welding itself is useful as a source of heat. Blob of weld from a MIG on 
top of the bolt - then try the vice grips.

If nothing else works, a very good mechanic friend just goes straight for the 
welder. Welds on a large, easy to reach bolt and (maybe with heat and 
penetrating fluid) has success.
