Maybe they're trying to account for different diameter steering wheels, so that 
each one will feel the same? 

I would still use the rim of the steering wheel, and figure out a way to hang a 
lb 12" from the rim. I like inch-lb torque wrenches because they're more 
accurate at low torque, like for oil pans.
