Hi Jeff
The earth strap on your rack is for the horn on cars with the centre push
button and complements the one that should cross from pinch bolt to pinch
bolt on the column flexible coupling. The strap was deleted when the stalk
end push was introduced. The other end of the strap was I believe fitted to
the steering rack mounting "u"bolt on the nut side of the frame bracket.
Whilst on the subject of the steering column rubber bushed flexible joint,
if any of you are really fed up with changing these things every 18 months
to 2 years then you need to fit the universal joint coupling from a 2000
sedan manual steering part no 145377 this component has a list price very
near the other component and I have one that has served on several cars with
an accumulated life of 5yrs 60,000 miles and still going strong it also
improves the steering "directness"
