model year changed, California necessitated that they do it on all cars
imported during that period. That way it would be consistent and would

Joe, I'll tell you why I can't buy this, it is just way to logical, to
obvious, this should be the way to do it, no DMV will ever do the right,
easy way to solve any problem, and I guess this would be included, just to
