Short answer, Yes- they should move freely, and the springs that hold them
should allow this. Not a lot of movement- centrifugal force makes them go
properly, with enough force to overcome the springs, which are there to pull
them back when force reduces, also, to keep them from swinging out
prematurely.
If your dizzy is waggling, I would suggest at least taking it out and
tearing it down for a look see. Check for a bend dizzy shaft, and/or worn
bushings, as well as take a look at the advance plate- those weights may be
stuck for some reason.
