You can get alternative ratio speedo gears to calibrate with.  Vicky Brit and 
the like carry them, though they do not know it.  Get hold of their TR-7 
catalogue and it lists them in there.  The early TR-7 used the same gearbox and 
speedometer gear.  In the TR-7 catalogue are a number of alternative ratio 
gears as well.

As for the sticking speedo itself, lubrication may work.  As well some very 
careful filing if there is a rough contact spot.  Of course, said contact must 
be located first.
