| I've had success with some stuff called "Goo-Gone".  It's a citrus oil 
based solvent, and it does a pretty good job of cleaning up such stuff.  If 
it's genuine Scotch Tape, you're in luck. Scotch Tape is slightly porous, 
so if you can keep it saturated with Goo-Gone, it will get through the tape 
itself.  With really old scotch tape, you'll probably have to keep it 
saturated in the stuff for a while.  It won't do anything to the plastic 
(or the tape), but it will reduce the adhesive to nothing.
You might try saturating a cloth with it and laying it on the plastic part 
with the tape while the top is down and laid out on the bootlid.  Check it 
periodically through a couple of days and see how much you can peel off.
No association with the folks who make the stuff, YMMV, yadda yadda
