Not sure what you mean by "strong side in".  If you mean that the thick 
sides of the outer races face each other when they're installed in the hub, 
I believe you're right.

Conversely, when you look at the hub from either the inner or outer side, 
you should see the surface of the outer race on which the 
rollers...well,...roll.

Still not convinced on whether to use the spacer or not...
