As others have suggested, I bet on your adjustment.  To check, you can
tighten them up untile the wheels are locked and then try the pedal.  Let
the car sit for at least 10 minutes before you try the pedal to make sure
any air in the line has a chance to expand.  Now try the pedal.  If you
can still pump it, it's probably air in the line.
If you have a hard pedal, it's the adjustment.  If it is hard now but not
when driving, look for out of round disks/drums, play in the wheel
bearings, etc.
