Thanks Mike for clarifying that--wet sanding sandable primer is how a lot of
rust gets reintroduced to otherwise good jobs of preparation.  The water is
absorbed by the primer, then the primer WITH MOISTURE trapped inside is
covered by a coat of paint, effectively sealing the water inside to do its
dastardly deed.
