If fuel is piddling out of that hole, it means that the diaphragm in the
fuel pump is piddling fuel from the upper side of the pump (where it's
supposed to ne) to the lower side (where it's not).  

Don't block that hole, or all that fuel will end up in your crankcase
diluting your oil.

Looks like it's time to replace that pump (followed by an oil change).
