You can a special tool from the usual suspects for setting the needle in 
a Zenith-Stromberg. It is basically a long Allen Wrench and a cylinder 
with a couple of tabs that fit into notches on the top of the piston.  

As for setting it right ???? I usually tuned by ear until the carb go so 
bad I put it its proper place - in the box the Weber came out of.
