    That would have to depend on the state you live in and how strict they 
are. Here in NC in the emissions counties, all equipment has to be on the car 
like the air pump, gulp valve, air rail, etc. or it will fail the visual 
inspection even though the car does not have to pass the sniffer test if it 
was built prior to 1976. The stuff does not have to work but it has to be 
there.
