Todd,
If they leak (a lot) they are bad.
You can clamp one in a vise and move it up and down. If you feel play
or uneven resistance, they are bad.
But I think they could pass these tests and still be worn.
They can NOT be rebuilt at home.
Send them to Peter C. (on this list) for a 1st class inexpensive rebuild.
