Phillip, I know others have said that the throttle plates must be a close
fit, but I have found that if they do close right up then they seem to stick
and make for a very "jumpy" throttle.

Your symptoms sound like it is running a weak mixture.  If the spindles are
a good fit check out the carb to manifold joints, and the manifold to
cylinder head.
Also, are the fuel jets and needles set right?
