Is the threaded portion of the spoke protruding out the back side of the
nipple ? If so you could grind them flush with a dremmel tool.
Are there loose spokes ? Is it only happening to one wheel. If everything is
OK one rubber band should be enough. 
If all else fails call British Wire Wheel and see what they think.
