Bill,

A solid pedal is NOT normal but is good - it means you did the job properly.  
You probably are spoiled by power brakes - drive the spridget for a week and 
then be sure to wear your seatbelt when you get back in your yankee/jap sedan.

The wheels should lock if you hit the pedal hard enough (may take practice).  
Take it to a brake shop with a roller brake tester (brake dyno) and see what 
readings you get.

Cheap linings are generally manifest by deterioration in performance rather 
than stopping from cold.  On the other hand competition linings don't work 
from cold but work great when hot.
