the 165/70x13 will be of smaller diameter, but more likely have better 
performance.
You should also look at 175/70x13's since they should also fit OK on the AN5, 
although clearance can vary between different manufactures.

FYI - Standard tires normally have sidewalls with a  height that is 80% of the 
width.70 series tires are lower profile, 70% of the with, (65's - 65%, 60's - 
60%, etc..)
