On my car it was the metal base of the steering hub contacting the horn
ring. I did two things. 1) reattached the metal bars from the bottom of
the dash to the fire wall to prevent the dash from moving and causing
the ring to touch. 2) pulled the steering wheel and cut the heads off
some 10/32 bolts and epoxied them into the holes in the back of the horn
surround and then used nuts and lock washers to attach the hub to the
dash. This solved my problem. There need's to be a slight gap between
the steering wheel hub and the horn surround.
