  It would be totally possible. If you have enough power to spin
an A/C compressor you can make cold air.

  Companies like http://www.vintageair.com/ sell generic kits
for installing into old cars, custom rods, and so on. You
figure out where you can fit a compressor, then figure out what
sizes the rest of the components can be, and bolt it all up.

  There are actually ALL ELECTRIC air conditioners for your
car, although I've never seen one running. I imagine they would
take an enormous amount of electricity and produce a tiny
bit of cold air, however in a Midget with the top up there is
such a small cabin that this might actually be the only car
that makes it feasible.

  I will in the long future be putting a vintageair or
similar unit into my ZB magnette. I'll probably have an
MGB engine in there first so I should have enough spare belt
power to run a small compressor. At least there is oodles
of room to mount it.
