Not usually.  Engine paint doesn't require a primer.  If you use the wrong 
primer, it will not stand up to the engine heat, or engine paint may not 
stick to it.  Find the engine paint you want to use and read the directions.  
If it requires a primer, it will tell you what primer to use.  The most 
important thing about painting ANYTHING is to make sure the surface is clean 
and has not oil, grease or silicone on it.  Prep is everything!
