It is to drill a small hole in the head of a bolt so that wire can be passed 
through it, twisted and then fastened to a similiar bolt such that that the 
bolt cannot easily come undone.  A bit like the way the threaded end of a 
bolt has a hole in it for a split pin to pass through in conjunction with a 
castellated nut.
