Bill, The washer you are refering to is like a star washer only the "
teeth " are on the inside. Try some locktite it will work better or go
to Eagle ( Lowes) and get the washer you need. 1/4 " I.D.

According to the Haynes manual when reassembling the ribcase, you lock
the shifting fork  "with the fork locating screw, shakeproof washer
and
locknut...." When I disassembled the gearbox, it didn't have any
"shakeproof washer" or locking washer of any type with the locating
screw and locknut. Are these missing washer simple lockwashers, or
something special?
