Springs are made from *spring* steel, they are tempered to make them
springy. Welding (at home) would retemper the spring and turn it into
just plain steel.
A spring shop may be able to do this under controlled heat, I do not
know for sure. Check your phone book for a truck spring shop near you
and ask.
There are some spring shops online, you will have to search, I had the
URLs saved but that was before the snow white virus ate my computer.
