charlie,
let me try to help here.
it depends upon how many paint jobs are on the car now.
1-2  paint jobs ,  sand away with a scotch brite pad .  keeping sanding
motions going the same direction on each panel.  but first wash the car with
a very serious strong detergent to rid it of wax, road film , tar, oil and
other stuff that is "toxic" to the adhesion of a new finish.
3 or more paint jobs you are looking at a base coat that is a bit too heavy
for a nice detailed final finish unless you do a lot of sanding and feather
edging of the sanded areas.  the three or more prior paint jobs car is best
stripped and started over from a bare car.   but that process is not easy
nor cheap and reveal a bunch of prior dents or dings that previous owners
had repaired that you never saw.   a freshly stripped car is usually a bit
of a let down to the owner if it is a first experience with stripping a car
to bare metal.

you do not need to prime the entire car.  only where body work has been done
or where you have hit bare metal.  if you scotch brite the entire car the
sanding will scuff up the finish enough to promote good adhesion of a fresh
coat of paint.   primer is an adhesion promoter.  bare metal does not hold
straight paint very well thus it needs a base coat (primer).

now there are a ton of variables in the finish world.   you also need to
know about compatibility of finishes between what is on the car now and what
the painter is choosing to spray on the car.   that is between you and your
painter.

work with your painter closely andfollow the painters recomendations for
preperation for the finish that is going to be applied to your car.   you
might save a few bucks in the process but what you will learn will give you
a new respect for paint jobs and how the end result is achieved.    oh heck,
you might even like it!  lol!
